The project marketed as Hacienda Ras El Hekma is announced on the land of Disney Beach village at Km 48 on the Ras El Hekma coast. That land was sold by the Egyptian state in 1987 under an official Ministry of Tourism sale contract to an Egyptian joint-stock company formed under Investment Law 43 of 1974, commercial registry No. 243949. Families have lived in the village as undivided co-owners since it opened in 1992, and they are still living there today.

The record, in order

From a 1987 state contract to a 2026 campaign

  1. 1987

    An official state sale contract

    On 18 November 1987 the land at Km 48 east of Marsa Matrouh was sold under an official contract issued by the Ministry of Tourism and the Ministry of Investment, ratified by the Ministry of Defense and approved by the Governor. The buyer was an Egyptian joint-stock company formed under Investment Law 43 of 1974, commercial registry No. 243949.

  2. 1988

    Ministry approvals for the plans

    The project's final engineering drawings were approved by the Ministry of Tourism on 7 April 1988. The whole development was carried out under the supervision of the Ministry of Tourism and the General Authority for Investment, the Authority's first project on Egypt's northwest coast.

  3. 1992

    Subdivision Decree 84/1992, published in the Official Gazette

    Subdivision Decree No. 84 of 1992 was issued by the Governor of Matrouh and published in the Egyptian Official Gazette (Al-Waqa'i' Al-Masriya), issue 124, on 31 May 1992. The village plots became formally recognised, registered subdivisions.

  4. Sept 1992

    Disney Beach village opens

    The first phase opened officially on 3 September 1992. Families bought homes there and moved in. The village has been a registered, operating tourist establishment on the Ministry of Tourism's records ever since.

  5. 1992 to today

    Continuous residence, more than 30 years

    The same families have lived in the village without interruption for more than three decades, as undivided co-owners of the land. Official state correspondence recognises that co-ownership in writing. The photographs further down this page were taken inside their homes in 2026.

  6. 2026

    A marketing campaign for Hacienda Ras El Hekma on the same land

    In 2026 the developing company launched a large advertising campaign for a project named Hacienda Ras El Hekma covering this same land, without the owners' documented rights being resolved first. The published masterplan, the price lists and the project's own marketing site say nothing about the inhabited village inside the boundary.

  7. 2026

    Demolition, a power cut, and formal notices

    The advertising was followed by action on the ground: demolition work, an electricity cut ordered by an administrative body, and repeated security presence inside an inhabited village. The owners recorded all of it in an official police report and served formal bailiff notices on the parties involved.

  8. Now

    Case No. 57480 is pending before Egypt's State Council

    The officially published coordinates table places Disney Beach village outside the boundaries of Decree 55 of 2024, so this land is not part of the Egyptian state's own Ras El Hekma development. The ownership dispute over it is currently pending before Egypt's State Council as Case No. 57480, and the families are still living in their homes.
